The domestic transport of passengers is disciplined by the “Condizioni e Tariffe per i trasporti delle persone sulle Ferrovie dello Stato - (Conditions and Fares for Passenger Transport on the Italian State Railway)”, approved with Royal Law Decree No. 1948 of 11 October 1934, converted into Law No. 911 of 4 April 1935 and subsequent modifications and in Presidential Decree No. 753 of 11 July 1980, containing “Nuove norme in materia di polizia, sicurezza e regolarità dell’esercizio delle Ferrovie e di altri servizi di trasporto (New regulations in the areas of police, safety and regularity of Rail- and other transport services)”.

The carrying of passengers in international services is disciplined by the "Convenzione relativa ai trasporti internazionail per ferrovia"  (COTIF) Agreement on international railway transport - of 1999.
